Can i train my 10-year old alpha dog?

Rather than explaining all her problems..I'll just provide this link..http://www.dogbreedinfo.com/articles/smalltoydogs.htm She litteraly has every single symptom explained on that page. Yes, she is a little dog and ever since she was about a year old she has been expressing these alpha behaviors..I am the only person in my house who sees this as a problem. Everyone thinks that it is cute even though if a big dog did ANY of these behaviors they would be corrected immediatly..They also dont feel the need to correct the behaviors now because "Shes just to old", I've seen Cesar Milan or however you spell his name train old dogs before so I was just wondering if she really set in her ways?
