What do you think of the statements made by a U.S. official that the U.S. sold machine guns to Mexican cartels?

Is this justified in any way? Does the U.S. have the right to be selling machine guns to criminals and allowing them to go into another sovereign state without letting them know? How can then the U.S. point fingers towards the Mexican government about not controlling its territory and the rising violence within the country?
