Spiritually speaking how do you explain evolution?

I acknowledge evolution, I can plainly see that thing evolve, but who, or what makes the decision to "try this instead of this" There is no intelligence behind death is there? Is there some kind of communication that says to an unborn creature that says "fins didn't work, let's try legs" Does the mating process include reports that say certain things didn't work correctly? How does one know to evolve?
