Can anyone identify a WWII patch (probably US Army)?

The patch consists of a red circle enclosing what looks like the Army Corps of Engineers "castle". A large white Roman numeral one is superimposed on the castle, between the turrets. We found this in my father's belongings. He was an Army draftsmen during the war, serving with the 90th Infantry Division. Thanks in advance.
