In MLB, isn't 'fielder's choice' really just half of what could be a double play?

Generally, speaking ... yes. Pretty much what it boils down to is when the batter SHOULD have been thrown out at first base, but wasn't because the fielder made a play that got another base runner out ... also, there must be no error on the play.
